NTJ. In all honesty, it sounds like mom doesn't know how much help she may need and if she has a fluctuating cap, that might mean to her that some months she will use less of your funds than others, but that it will be a safety net for when she is short. Idk personally... But I suggest for OP to instead, offer to take on one of the regular bills as their sole responsibility. A good option would be possibly the phone bill or another non-fluctuating expense so that it's a consistent amount like OP wants, and mom has more funds to put towards the other things by not having that expense herself.
She said "mostly" unvaccinated. Meaning the doctors she works with have to double-check allergens so that she doesn't have a severe reaction. Guillain-Barre Syndrome is a rare reaction to some vaccines, and being allergic might raise OP's chances; GBS can cause paralysis, including being unable to breathe in some instances. Anaphylaxis is another possibility. You need to look up things yourself if yuu don't believe someone else's claims.
The brother is being an immature jerk that really needs to lay off the Angry Atheist trope. I'm an Atheist, and I even see that he is picking fights where there shouldn't be. The parents really should either put their foot(feet) down and tell him he needs to not treat every encounter like an attack on his Atheism and learn to live in harmony with the rest of the family. It's not required to pray before dinner, but it is required that he be respectful of everyone else's praying and either quietly serve himself, or sit there and enjoy the quiet. If he cannot get with the program, maybe he needs to be told to find his own place where he doesn't have to see the religious activities that so disturb his toddlerlike sensitivities.
NTJ. As an Atheist, you can still work with and for religious institutions and be paid because it's not a donation to you. You are employed, and it us literally against the law to refuse to hire or fire a person because of their religious or non-religious status. Yes, oftentimes that money is from donations to the Church. If the church uses it to pay employees, that's their choice. Also, most denominations open their support to people of all religious faiths. Everyone has the potential to be "in need" and any help is better than none.
